The Medicaid Fraud Control Unit has two principal objectives. Its primary mission is to investigate allegations of fraud committed by Medicaid providers. Additionally, the Unit investigates and prosecutes allegations of abuse or neglect in Medicaid funded facilities. The Unit does not investigate allegations of fraud committed by Medicaid participants and it does not investigate fraud perpetrated against the Medicare program.

How can I tell if someone is being subjected to Sexual Abuse?
Sexual abuse is any non-consensual sexual contact with an elderly or disabled person, or with a person incapable of giving consent. Signs of sexual abuse include:
- Bruises around breasts or genital area;
- Unexplained venereal disease or genital infections;
- Unexplained vaginal or anal bleeding;
- Torn, stained, or bloody underclothing;
- An elderly or disabled person’s report of sexual contact.
What are some warning signs of Financial Exploitation?
Financial exploitation is the illegal or improper use of an elderly or disabled person’s funds, property, or assets. Be suspicious if you see:
- Significant withdrawals from bank accounts;
- Addition of names to bank accounts;
- Missing items or valuables;
- Unusual changes in wills, power of attorney, titles, and policies;
- Purchases of unnecessary services, goods, or subscriptions.
What is Neglect?
Neglect is the refusal or failure to fulfill any part of a person’s obligations or duties to an elderly or disabled person. Watch for:
- Unexplained weight loss;
- Poor hygiene and lack of cleanliness;
- Unattended or untreated health problems.
What should I do if I suspect that someone is a victim of Abuse or Neglect?
If the victim is in the care, custody, or control of the alleged perpetrator, call 911. Once local law enforcement has been notified, please contact the Medicaid Fraud Control Unit.
