Physical abuse of an elderly or disabled person can include the inappropriate use of drugs or physical restraints. Less obvious signs of physical abuse include:

• Pressure ulcers (bedsores);
• Unexplained withdrawal from normal activities;
• Sudden change in alertness;
• Unusual depression.

Sexual abuse is any non-consensual sexual contact with an elderly or disabled person, or with a person incapable of giving consent. Signs of sexual abuse include: 

• Bruises around breasts or genital area;
• Unexplained venereal disease or genital infections;
• Unexplained vaginal or anal bleeding;
• Torn, stained, or bloody underclothing;
• An elderly or disabled person’s report of sexual contact.

Financial exploitation is the illegal or improper use of an elderly or disabled person’s funds, property, or assets. Be suspicious if you see: 

• Significant withdrawals from bank accounts;
• Addition of names to bank accounts;
• Missing items or valuables;
• Unusual changes in wills, power of attorney, titles, and policies;
• Purchases of unnecessary services, goods, or subscriptions.

Neglect is the refusal or failure to fulfill any part of a person’s obligations or duties to an elderly or disabled person. Watch for: 

• Unexplained weight loss;
• Poor hygiene and lack of cleanliness;
• Unattended or untreated health problems.

If the victim is in the care, custody, or control of the alleged perpetrator, call 911. Once local law enforcement has been notified, please contact the Medicaid Fraud Control Unit.
