Jefferson City, Mo. - Attorney General Chris Koster has filed a lawsuit against a St. Louis man who owns a dam that is not properly registered with the state of Missouri.
The Attorney General sued Ross Carrabino, who owns King Arthur's Dam in Washington County. Koster sued Carrabino for failing to provide the Missouri Department of Natural Resources (DNR) with a professional engineer's certification that the construction of a new spillway control structure was completed according to approved plans. The dam cannot be properly registered with the state of Missouri until the owner first provides a professional engineer's certification.
"Missouri law is clear that any dam in the state must be properly registered with the Missouri Department of Natural Resources," Koster said. "Dams that are not constructed or maintained properly can be a risk to human health and safety. We expect Mr. Carrabino to ensure that King Arthur's Dam is properly constructed and safe."
The Attorney General's lawsuit seeks Carrabino to properly complete the state's dam registration process and be inspected by DNR's Dam and Reservoir Safety Program. The suit also seeks civil penalties.
