AG Hawley Announces Marion County Sexually Violent Predator Conviction

Jefferson City, Mo. – On February 24, 2017, a Marion County jury found Norman Tucker III, 38, to be a sexually violent predator.

The Honorable David Mobley signed an order committing Tucker to the custody of the Department of Mental Health for care, control, and treatment until such time as he is safe to be at large.

Tucker was arrested in 2004 of charges of first-degree statutory sodomy. When questioned, Tucker revealed that he had abused more than a dozen of people across the country before he was caught. Tucker admitted to victimizing two boys in Colorado who were less than 13 years-old, a 3-year-old boy in California, an 80 year-old woman in Florida, an 11 year old boy in North Missouri, his girlfriend’s 10 year-old daughter, and his 2 year-old niece. Tucker pled guilty to one count of first-degree statutory sodomy in 2004.

The Attorney General’s Office filed a petition to civilly commit Tucker as a sexually violent predator in 2014.

“Thanks to local law enforcement officers, our attorneys and the men and women of the jury who made this important decision, Norman Tucker will no longer threaten Missouri's most vulnerable citizens—children and the elderly,” said Hawley. "My office will always maintain a strong commitment toward ensuring the safety of all Missourians, and this decision demonstrates just that."

At trial, expert witnesses testified that Tucker suffered from two mental abnormalities, pedophilia and Other Specified Paraphilic Disorder: Non-Consent, and that he was more likely than not to reoffend in the future.

The case was tried by Assistant Attorney General Gregory M. Goodwin from the office of Attorney General Josh Hawley.
