Tax rebate payment is not taxable

Missouri consumer writes: 

Is this rebate taxable by the federal and/or state government at the time we prepare our 2008 tax forms?

The answer is no to both questions. On these pages, you'll see that the IRS (see question #6) and the Missouri Department of Revenue explain that this stimulus payment is not considered income and therefore is not taxable.
