Winter heating bills
I want to cover two categories here: keeping your heating bills down, and getting help paying your bills if needed.
Reducing heating bills: the big picture here is to keep the cold air out. Make sure your attic insulation is sufficient and make sure there's no air coming through the cracks and joints in your house. That means doors (you need good rubber weatherstripping), windows, electrical outlets, etc. Also, take advantage of sunlight - keep the blinds and curtains open during the day. The Public Service Commission, which regulates utility companies, has more good suggestions.
Financial assistance: Missouri's Cold Weather Rule guarantees you certain rights against utility disconnection during the cold months. Again, the PSC explains that at the above link. Also, financial help may be available from a number of different sources. Check first with your local Community Action Agency.

The citizen's of Marceline have been told that the wholesale price of electricity will go up 50%to60% to the city after their contract with AmerenUE expires at the end of 2008. Because of deregulation,they can charge what ever that desire. The city fathers want to increase the rates now to reduce the impact of a 60% to 70% increase to their residents in 2009. Doesen't the FERC regulate the whosale price of the electricity to a 3rd class city? If the price is regulated then a 60 to 70 percent increase to the residents does not make any sence.

Dear Jay Nixon,
There are so many people worried here in Marceline, Missouri which has about the already highest utility rates in the state. The talk of raising it 50 to 60% is rediculous. We realy need to have someone regulate it to where it doesn't go up more. We need help. Thank you! If something doesn't get done, this town will be a ghost town, Again thank you.

My daughter lives in Mercer MO. After many attempts to get her landlord to insulate the home she lives in, she's forced to pay high heat bills this year which she cannot afford on her teaching wages. Are there any programs Missouri has to help her pay for her heating?
